An in depth consultation carried out by Wandsworth Council with residents of Winstanley and York Road Estate in Battersea has resulted in a 2,550-home regeneration scheme. The joint venture with Taylor Wimpey, will see the South London council deliver new homes for the area. Over a third of these are intended for social rent, London Affordable Rent or shared ownership. The rest will be rented or sold privately, and in addition the plans include a leisure centre, community centre, health centre and nursery. There will also be a local office for the council initiative ‘Workmatch’, to assist people into work.
The scheme, which will also welcome a new Battersea Baptist Church and Thames College school is already well underway, and is expected to be completed by 2036. Every current council tenant on the estate will have the opportunity of a council home in the new scheme. Plus all council leaseholders will have the choice of buying a new affordable home. The extensive consultation took place over a period of 6 years during which opinions, feedback and suggestions where considered.
Leader of Wandsworth Council, Ravi Govindia said: “This means we can push on with our plans. We have made a commitment to every secure council tenant and resident leaseholder that they will have the right to a new, improved property. I am confident that having the opportunity to live in better, higher-quality, sustainable homes will genuinely improve people’s lives.”
Managing director of Taylor Wimpey London, Peter Gore said: “We are delighted to move forward with this significant regeneration, which will provide hundreds of quality affordable homes, including new homes for all council tenants and resident leaseholders on the same site. “Alongside this we will be providing major new community facilities and improved infrastructure, as well as the creation of the new public park.”
Managing partner at HTA Design, Simon Bayliss said: “The Winstanley and York Road Estate masterplan evolved through creative engagement with local residents and a design collaboration between HTA Design, Henley Halebrown, Figure/Ground, LA Architects and Farrer Huxley. “It delivers better homes for existing residents in Battersea-inspired mansion blocks, overlooking a beautiful new park. An urban edge of taller buildings make the most of views of the Thames alongside various commercial and community spaces including a new leisure centre, library and nursery for Wandsworth Council.”
The Mayor of London, Merton Council and Transport for London (TfL), identified Morden as one of the main centres for growth and housing south of the River Thames. Contributing factors are an increase in youth and diversity, along with a larger working population. Its advantages include excellent transport links, and many parks and green spaces, all positive aspects to build on. A informative consultation however, showed that the town centre lacked certain facilities required to serve residents and visitors. Records show there are millions of journeys made through Morden underground station per year by commuters, residents and employees. The conclusion of the consultation, and one that most people agreed with was that there should be efforts to ‘make more of Morden’.
A recent consultation, the Merton draft Local Plan, is currently being worked upon, and will prove a sound basis on which to make decisions. The hope is to create a contemporary, vibrant and aesthetic space to please residents and attract businesses and visitors. There is also a desire to deliver social, economic and environmental benefits to this south London location.
