A joint venture is to go ahead between Brentwood Borough Council and Morgan Sindall Investments. The projects will feature new build homes, commercial and leisure spaces and open public spaces. Known as the Brentwood Development Partnership, responsibility, decisions etc will be evenly split, and the work will cover a 30 year period. Local residents will benefit from development expertise, private capital and surplus council land.
The focus initially will be on three sites, Westbury Road Car Park, William Hunter Way Car Park and the Maple Close garages site. The resulting homes, leisure facilities and community spaces will serve the growing population in this location. Investors Morgan Sindall Investments were named as the councils preferred partner, after an extremely competitive procurement process. The partnership will also enable the council to act as a main purchaser, so that other local authorities can take advantage of similar investments.
Managing director of Morgan Sindall Investments, Wes Erlam, said: “Our new joint venture with Brentwood Borough Council will draw on our strong track record of partnering with local authorities. Over the last few years, we have achieved great success in delivering regeneration in Bournemouth and Slough, while our JV with Hertfordshire County Council formed last year is already making a positive local impact.
“Our model transforms communities and generates funds from land receipts and development profits, helping local authorities to protect frontline services. We are looking forward to working with the council to fulfil its ambitious vision for the borough and delivering high-quality and sustainable development at pace and scale.”
Chris Hossak, the Leader of Brentwood Borough Council, added: “We are delighted to have officially confirmed our new joint venture partnership with Morgan Sindall Investments, which represents a significant milestone for Brentwood.
“This approach to delivering new investment will allow us to retain control over how our land is developed, as well as the rate and extent of that development. It is a real opportunity to allow the community to thrive and grow, and by redeveloping the borough over the longer-term we will be helping to improve the lives of people living and working here.”
The Dunton Hills Garden Village project has taken a leap forward according to Brentwood Borough Council. Dunton Hills, south of Brentwood, is hoped to be the site of a new ‘self sustaining’ village. The project will see the creation of up to 4,000 new homes and jobs as well as increasing investment in the area. The plans include, “affordable and high class housing,” says the council, along with leisure and health facilities, new schools and parks.
The community was consulted during the design stage, and some of the feedback indicated that people would like to see a variety of community spaces. This included group specific facilities, youth centres and faith spaces. All of these needs seem likely to be addressed as the council responded positively and expressed its intention to create a vibrant community. Many also wished for the history and heritage of Dunton Hills to be highlighted. Others suggested the seamless integration of affordable housing and shared facilities for all. Locals were also assured by councillors that the local environment and Green agenda would not be compromised by the development.
